Update on the mapping of collaborations with Israeli universities, organisations and companies
The six-monthly report on the University’s collaborations with Israeli universities, organisations and companies has been presented. The review confirms that, following the resolutions adopted in 2025, no new collaborations, projects, mobility agreements or doctoral initiatives managed by the University have been launched. Only activities already under way or forming part of international programmes are continuing, in compliance with Italy’s obligations and applicable legislation. The analysis also confirmed that all ongoing collaborations are exclusively civilian.
APPOINTMENTS
Academic Senate and Preliminary Committees
Professor Carmela Fimognani, elected to the Academic Senate as a representative of Department Directors in the Medical Area – Area 3 for the 2024–2027 term, has been appointed to the “Fees and Students” Preliminary Committee, following the previous member’s departure upon the end of their institutional appointment.
Regulations of the University Quality Committee (PQA)
The renewal of the University Quality Assurance Committee (PQA) for the 2026–2029 term has been approved, with a larger academic component (+10 members) and increased student representation, in line with the recommendations arising from the ANVUR accreditation visit.
Participation in research and innovation organisations - ART-ER
The urgent Rector’s Decree concerning the University’s participation in ART-ER S.c.p.A. has been ratified, appointing Dr Antonella Munna as a full member and Dr Arianna Sattin as an alternate member of the Supervisory Committee. The measure was necessary to ensure continuity in joint analogous control following the new agreement and the change in ARIN management.
Inventory Write-Off Committee
The appointment of the new Inventory Write-Off Committee for the 2026–2029 term has been approved, in implementation of the new Regulations on Fixed Assets. Comprising academic and professional staff, the Committee will oversee asset write-off procedures and the proper management of the University’s inventories, ensuring operational continuity and the ongoing development of asset-management processes.
TEACHING
Specialisation Course for educational support activities for students with disabilities
The urgent Rector’s Decree concerning the activation of specialisation courses for educational support activities for students with disabilities for the 2025-2026 academic year has been ratified. The measure was necessary to allow the proposed activation and corresponding training capacity to be entered in the Ministry of Universities and Research (MUR) database within the ministerial deadlines. A total of 350 places will be available for primary and lower and upper secondary schools.
RESEARCH AND THIRD MISSION
Framework agreement with STMicroelectronics S.r.l.
A new five-year framework agreement with STMicroelectronics S.r.l. has been approved, with the aim of strengthening collaboration in a range of areas, including research and innovation, technology transfer, entrepreneurship, teaching and continuing education, and career guidance.
Spin-off accreditation proposals
A favourable opinion has been issued on the proposed accreditation of the spin-off companies JOY SRL and FLUODETECT SRL, in which the University holds stakes of 5% and 7% respectively through BeHold Srl. The initiatives concern the development of high-impact innovative technologies in the fields of electrical measurement and micro- and nanoplastic detection.
“Ravenna 2026 – Italian Capital of the Sea” project
The Memorandum of Understanding on the governance of the “Ravenna 2026 – Italian Capital of the Sea” project has been approved. The University is participating alongside local institutions and other key stakeholders. The initiative strengthens the University of Bologna’s role in promoting sustainable development and the blue economy, in line with the objectives of the University Strategic Plan.
Framework agreement with FAI – Fondo per l’Ambiente Italiano ETS
The conclusion of a three-year Framework Agreement with FAI – Fondo per l’Ambiente Italiano ETS has been approved. The agreement aims to strengthen joint activities in research, education, public engagement and the enhancement of cultural, landscape and environmental heritage.
STUDENT SERVICES
Certification of financial status for students from countries affected by conflict or humanitarian crises
A proposal to simplify the financial and asset documentation required from students coming from areas affected by armed conflict or humanitarian crises has been approved. The measure applies to access to tuition fee reductions and right-to-study benefits for the 2026/27 academic year. Students will be able to submit simplified certification of income and assets held abroad in 2025, issued by the relevant Italian diplomatic missions abroad or foreign diplomatic missions in Italy.
Management of right-to-study benefits and services – collaboration with ER.GO
The renewal of the University’s collaboration with the Regional Authority for the Right to Higher Education (ER.GO) for the management of right-to-study benefits and services has been approved. In particular, a new agreement running until 31 October 2029 has been approved, with the aim of continuing to support the student community and strengthening the integrated system of student support services. The agreement governs cooperation between the University and ER.GO in areas including tuition fees, scholarships and other calls for financial support, as well as incoming and outgoing guidance and support for students with disabilities.
Collegio Superiore Residence
The collaboration agreement with ER.GO on the management and development of the Collegio Superiore Residence and the provision of benefits to Collegio students has been approved. The new agreement confirms the management of the residence at Piazza Puntoni 1 and expands the accommodation available through the addition of 12 studio flats at the ER.GO “Castellaccio” residence.
INTERNATIONALISATION
Agreements with non-EU universities
Favourable opinion on the conclusion of the framework cooperation agreement with the University of Western Australia to allow student and staff mobility, participation in European programmes, and the creation of double or joint degree study programmes.
International students: number of places set for the 2026/27 academic year
The Rector’s Decree setting the estimated overall number of available places at 6,500 has been ratified following a request from the Italian Ministry of Foreign Affairs and International Cooperation (MAECI). The places are intended for non-EU students and scholars residing abroad who require a study visa to enrol in degree programmes, PhD programmes, professional master’s programmes and other educational initiatives, or to undertake periods of mobility for study, internships, training or advanced research.
BUDGET, PLANNING, DEVELOPMENT
2026 Sustainability Report
The fourth edition of the Sustainability Report presents the values, actions, results and impact of the University's 2025 activities. It allows stakeholders to evaluate performance and the University’s contribution to local and national sustainability. The report provides an integrated and transparent account of four main areas: the University’s identity, principles and values; economic performance and, for the first time in this edition, the University’s direct and indirect economic impact on the local area; environmental impacts; and social impacts.
Performance Report 2025
The Performance Report highlighting the organisational and individual results achieved in 2025, based on the objectives set out in the Integrated Activity and Organisation Plan (PIAO), has been approved. It is part of the University's broader accountability framework and includes the 11th edition of the Gender Equality Report. Alongside the Sustainability Report, these documents form the University’s integrated extended non-financial reporting system.
2026 Self-Assessment Guidelines for Departments, Degree Programmes and PhD Programmes
The Guidelines for the annual self-assessment of Departments, Degree Programmes and PhD Programmes have been approved. They have been updated in light of the outcomes of the ANVUR periodic accreditation visit, the 2025 Annual Report on the University Quality Assurance System and the resumption of Department hearings. The main changes include integrating the recommendations and areas for improvement identified in ANVUR’s final report into self-assessment processes; introducing more structured reporting on Departments’ strategic objectives and resource-allocation criteria; and providing Degree Programmes and Joint Committees with additional data on the views of non-attending students.
STAFF AND ORGANIZATION
New regulations on nominations for the titles of Professor Emeritus and Honorary Professor
A favourable opinion has been issued on the new regulations governing nominations for the titles of Professor Emeritus and Honorary Professor, bringing them into line with recently updated national legislation. The regulations introduce new merit-based requirements relating to the quality of teaching, research and institutional activities, redefine the nomination and assessment procedure, and establish that nominations may be submitted within two years of retirement. The regulations also revise the grounds for exclusion. A transitional phase is envisaged for nominations concerning academic staff who retired in 2025.
Professor of the Alma Mater title: Guidelines updated
The updated Guidelines for awarding the title of Professor of the Alma Mater have been approved. The main changes include the possibility of renewing the title for a further five years, subject to application and verification of continued research activity; extending the deadline for applications following retirement from one to two years; and aligning the grounds for exclusion with the latest provisions introduced for the titles of Professor Emeritus and Honorary Professor.
ASSETS AND PROPERTY MANAGEMENT
Purchase of agricultural land for the University Experimental Farm
The procedure for purchasing more than 20,000 square metres of agricultural land in the municipality of Granarolo dell’Emilia has been approved. The land is adjacent to property already used by the University Experimental Farm. The acquisition would consolidate and enhance the University’s agricultural assets used for the Farm’s research, experimental and teaching activities.
New Palaeopathology Laboratory in Forlì
A nine-year, rent-free concession by the Municipality of Forlì of part of a building adjacent to the “Luigi Pierantoni” Hospital Complex has been approved. The premises will be used for a Palaeopathology research laboratory and teaching rooms. The facility will house the first research laboratory supporting the teaching laboratories already operating at the hospital complex. The premises will be assigned to the Department of Medical and Surgical Sciences (DIMEC) and will host research, teaching and third mission activities supporting the Degree Programme in Medicine and Surgery.
INSTITUTIONAL AFFAIRS
SPISA to be named after Fabio A. Roversi Monaco
The School of Specialisation in Public Administration Studies (SPISA) will be named in memory of Fabio A. Roversi Monaco, one of Italy’s most distinguished legal scholars, Rector of the University of Bologna from 1985 to 2000 and, for many years, Director of the School. SPISA will adopt the name School of Specialisation in Public Administration Studies – SPISA “Fabio A. Roversi Monaco”. The School’s regulations will be updated accordingly to reflect the new name.
Honorary Master’s Degree for Samah Ahmad Fahim Jaber
The proposal to award an honorary Master’s Degree in School and Community Psychology to Samah Ahmad Fahim Jaber, a Palestinian psychiatrist and psychotherapist working with communities in East Jerusalem and the West Bank, has been approved. For more than twenty years, she has worked in the fields of mental health, trauma care and the protection of the rights of people affected by conflict and violence. She is also a prolific speaker on liberation psychology and the ethical responsibilities of mental health professionals working in conflict zones. She has trained generations of experts in community mental health.
Lecture rooms to be named after Professors Alberto De Bernardi and Adriano Mantovani
A lecture room in the San Giovanni in Monte complex in Bologna will be named after Professor Alberto De Bernardi, one of Italy’s leading scholars of contemporary history. He served as Director of the Department of Historical Studies from 2003 to 2006 and was a key advocate of the merger that led to the creation of the current Department of History and Cultures (DISCI). A lecture room in the Department of Veterinary Medical Sciences in Ozzano dell’Emilia will instead be named after Professor Adriano Mantovani, a veterinary surgeon, university professor and senior official at the Italian National Institute of Health, and one of the foremost figures in the field of veterinary public health.
PARTICIPATION IN EXTERNAL ENTITIES
Participation in the Italian Standards Body (UNI)
A favourable opinion has been issued on the University of Bologna’s participation in the Italian Standards Body (UNI) through its Departments, which will be able to join relevant Technical Committees independently, cover the associated costs and appoint their own representatives. This approach will broaden and strengthen the University’s participation in standardisation activities across a range of disciplines.
Regulations governing the selection and recruitment of BeHold S.r.l. staff
The Regulations governing the selection and recruitment of staff at BeHold S.r.l., an in-house company of the University of Bologna, have been approved. The Regulations govern recruitment procedures in accordance with the principles of transparency, public disclosure and impartiality applying to publicly controlled entities and constitute one of the mechanisms through which the University exercises analogous control over the company.
